| The Army does drug testing every year with a zero-tolerance policy and Commanders can order probable cause testing. Some studies show higher drug use in Veterans but civilians have very little testing. A reasonable person should be able to accept that the much higher testing in the Army is likely to result in higher reported rates of drug use. |
